Who is leaving bags with dog poop at the seawall at Alki?

We walk Alki beach often and in last month or two we are finding many green or more recently black dog waste bags (with waste in it and open), right at the wall. Little bit stronger wind will send these bags in the ocean. We keep removing them but they keep reappearing. No need to say that this is very sad as our oceans are precious. Why there are no more garbage bins at Alki? Wondering if this person is doing it in protest? What ever that is, it is really bad.

There is a term for having garbage and no container. It’s called “pack it out” Dog owners could carry until they come upon a garbage container or take it home and put in their garbage. Reality is that their laziness overcomes common courtesy and besides they’re just sure their mommy will come pick up after them.
