That’s a WSDOT crew uncovering one of the signs south of the northbound Highway 99 tunnel last night. By 5 am, all signs in both directions will be uncovered, because that’s when tolling begins – though it’ll be a little later on the northbound side, since that’s scheduled for a maintenance closure 10 pm tonight until 8 am tomorrow. If you’re still not entirely sure how tolling will work, here’s a WSDOT video:

If you don’t have a Good To Go sticker pass, you can still get one, but they’re not free any more. You can also open a Good To Go account without a sticker – that’ll cost you an extra quarter each time you’re tolled if your car is registered to the account. Or if you skip Good To Go altogether, every time you take a tolled trip, you’ll pay $2 extra and get a bill via postal mail.
6:48 PM: SPD and SFD are heading to the 8600 block of 18th SW for a reported shooting. More to come.
6:55 PM: At least one person’s been shot. Police are searching with K9 and the Guardian One helicopter – but no one is reported in custody. The shooting is now reported to have happened in an alley west of 18th/Thistle.
7:05 PM: The victim is female, we’ve learned at the scene, and is being taken to Harborview Medical Center.
7:11 PM: We’ve also learned at the scene that the victim is 19 years old. An area resident says the first they heard of this was a group of young people on the run, yelling that someone had been shot.
7:18 PM: SPD says the victim’s injury is not life-threatening. Gang Unit detectives have joined the officers investigating.
8:05 PM: No further updates, nor word of anyone in custody. Our crew’s back and we’ve added two photos above.
ADDED SATURDAY: Here’s what SPD Blotter has today. Not much beyond what we reported last night:
Gang Unit detectives are handling the investigation following a shooting that occurred Friday evening in the South Delridge neighborhood. The victim, a 19-year-old female, was transported to the hospital with a non life-threatening gunshot wound.
At approximately 6:40 pm, Southwest Precinct officers were dispatched to a reported shooting in the 8600 block of 18th Avenue SW. Officers arrived and located the female victim. Officers performed first aid until Seattle Fire took over primary care and transported the victim to the hospital. Fortunately her injuries are not life-threatening.
Officers learned from witnesses that the victim was with a group of other people in the alley just west of 18th Avenue SW and SW Thistle Street. The witnesses stated that an unknown male who was with another group fired a shot toward the victim and her group, striking her.
Officers searched the area for the suspect, including the King County Sheriff’s helicopter Guardian One and an SPD K-9 team, but the suspect or people he was with was not located. Gang detectives responded and will conduct the follow up.

3:36 PM: Just released: The 4th round of results since voting ended Tuesday night, first of two updates promised today. Here’s where Seattle City Council District 1 (West Seattle/South Park) stands:
Lisa Herbold – 18,460 – 55.36 %
Phil Tavel – 14,764 – 44.28 %
That’s roughly double the margin she had after yesterday’s count. And that means the incumbent has sewn up the win, as the number of D-1 ballots left to count is about 2,600, smaller than the number by which she leads. (added) One more D-1 note – with 37,000+ ballots cast in this election, that’s a third-plus more than the 27,000 cast in 2015, when Herbold won by 39 votes.
And in other results, Kshama Sawant is now leading in D-3, by 500+ votes. The only other district that was in play appears to be settled – in D-7, Andrew Lewis (behind by a few votes on Election Night) is now 1,400+ votes ahead of Jim Pugel.
In the statewide measures, (update) Referendum 88 is now too close to call; I-976 approval is still well ahead, though the gap closed a bit more.
WHAT’S NEXT: King County Elections plans to release one more set of results by 8:30 pm, and says that will be less than half the size of this one. As noted above, ballot-return statistics indicate a little over 2,500 ballots remain to be counted in D-1.
8:29 PM: That next round is now up. In D-1:
Lisa Herbold – 19,647 – 55.63 %
Phil Tavel – 15,542 – 44.00 %
That leaves about 2,500 D-1 ballots yet to be counted. … For those watching the D-3 race, Kshama Sawant now leads Egan Orion by more than 1,500 votes. … The next results won’t be out until Tuesday, since Monday is Veterans Day.
9:55 PM: It’s been pointed out that we were using the wrong stats to calculate what’s left to count. Not all ballots have votes in all races. So with 36,853 *ballots* counted in D1, and 37,736 ballots received, there are actually fewer than 900 remaining to be counted.

Four weeks ago, we broke the news of a dramatic change in the redevelopment proposal for the auto-shop site at 9201 Delridge Way SW. Instead of a 4-story storage facility, a 5-story mixed-use building is now planned, with 51 apartments, 5 live-work units, and offstreet parking spaces for 8 cars and 59 bicycles. Today, we just got word from Caron Architecture that an “early design outreach” community meeting is planned, 6-7 pm Tuesday, December 3rd, at Jim Wiley Community Center in Greenbridge (9800 8th SW). Now there are two redevelopment projects on the way to construction in the heart of The Junction, after 4508 California SW cleared the Design Review process last night.
This was the Southwest Design Review Board‘s third review of the yet-to-be-named building, which will be the third mixed-use Junction redevelopment for Leon Capelouto, after Capco Plaza (42nd/Alaska) and AJ Apartments (42nd/Oregon). This one will replace the building that currently holds Lee’s Asian Restaurant, Kamei Japanese Restaurant, and The Naked Crepe.
Last night’s meeting was sparsely attended, with two community members commenting. David Reddish of Caron Architecture led the briefing on design changes made since the project’s last review one year ago (WSB coverage here). Here’s the packet:
As recapped last night, 58 apartments are planned, plus 12 lodging units, 17 underground parking spaces, and ground-floor retail space. Reddish said the project is intended to create spaces for smaller retailers, as the current building does. Other design points: Read More

Our black 2015 Honda CRV (license # AXZ7036) was stolen last night from in front of our home on the 1700 block of Alki Ave SW.

CAR BREAK-INS IN APARTMENT GARAGE: Thanks for the tips on this. At least four vehicles were broken into in the garage at The Huxley (4754 Fauntleroy Way SW) Wednesday night/Thursday morning. We obtained the police report today. It says windows were broken on three victims’ cars. While police were there, the report says, building maintenance told them about damage to an exterior door that leads to the bicycle-storage area, from which the garage is accessible. They believe that’s how the burglar(s) got in. No description in the report, but it says security video was expected to be available for followup.

On Wednesday, thanks to a reader tip and photos, we reported on the new emergency-communications tower going up by Myrtle Reservoir Park, at the city’s highest elevation. Our initial inquiries left a lot of questions unanswered but we connected with the right people today and they answered those questions by putting together this news release:
The Puget Sound Emergency Radio Network (PSERN) Project is upgrading and expanding the current, aging King County Emergency Radio Communications System (KCERCS). A West Seattle radio tower, located on land owned by the City of Seattle is part of that. It’s located on an existing KCERCS site and the PSERN Project is replacing the tower as part of a critical emergency radio system upgrade.
PSERN will primarily be used by law enforcement, fire fighters, and other emergency personnel to communicate with each other during E-911 activities – from small incident responses to major emergencies like earthquakes. The PSERN system is comprised of 61 radio towers engineered to provide the best coverage available using direct, line-of-sight technology between towers to communicate with each other, in combination with other technologies. This is not a 5G cellular site; the technologies are different.
The tower will be ready to respond to emergencies after construction and testing is complete. Construction of the new PSERN tower and equipment installation will take another six to nine months to complete. The old tower will then be torn down.
The project began its work on the West Seattle tower location in late summer 2019 and has followed local jurisdiction permitting requirements, including a land use sign on site. Additionally, the project chose to pay an additional cost to paint the tower a color allowing it to better blend in with its surroundings.
Construction and materials costs for the PSERN West Seattle tower equipment are approximately $800,000, paid for out of the PSERN Project.

PSERN was approved by King County voters in April 2015.
PSERN is an 800 MHz digital network.The system will cover all populated portions of King County, along with the three major highways in the eastern part of the county.
It is a large, complex program comprised of more than 80 subprojects. That includes the 61 radio sites based around the county in a wide variety of terrain, 19 dispatch centers, deployment of up to 19,000 radios, and other system components.

“Kind of sad … but things change.”
So mused Tamsen Spengler, who is now the former co-chair of the Southwest District Council, after its vote last night to disband.
Its remaining active members aren’t dropping out of community advocacy; most of them are active with the relatively new District 1 Community Network.
The SWDC was a holdover from the days before the city declared West Seattle and South Park as District 1. Southwest was one of 13 neighborhood districts comprising the city, two in West Seattle.
Each district had a council as a sort of umbrella group for community organizations and institutions in the area. Before then-Mayor Ed Murray‘s abrupt move in 2016 to cut the city’s ties with the district councils, they had a few basic roles, as recapped last night before the vote: Vetting and making recommendations on applications for some city grants, and serving as community point people for information about some city initiatives and projects.
In exchange, the city provided some administrative support – with one coordinator per district until cuts in xx, and $500 annual funding to cover meeting expenses, generally room rental. The district councils also sent reps to a citywide council that talked about big-picture issues.
Though the councils declared defiantly after the Murray move that they would keep going, the ranks have shrunk. West Seattle’s other neighborhood-district council, Delridge, has gone on indefinite hiatus after a meeting at which there were four attendees, none of whom wanted to take the baton from the group’s longtime leader, who had made it clear he needed to move on.
Nine people showed up last night to discuss and decide the SWDC’s future. Much of the discussion focused on how, while the SWDC has been wheezing along, the D1CN – launched almost a year ago – has had energy and collaboration. And a relationship with the city – Councilmember Lisa Herbold or a member of her staff have been at every D1CN meeting, it was noted. South Park reps are part of it too, so it’s truly D1-wide.
So after a little more discussion to ensure those present were ready to vote on pulling the plug on the SWDC, that’s what they did. If you’re interested in getting involved with D1CN, its next meeting is 7 pm November 26th at the Duwamish Tribe Longhouse (4705 W. Marginal Way SW).

FUNERAL HOME’S NEW HOME: The “for lease” sign just went up this week outside what had been Howden-Kennedy Funeral Home at 35th/Ida in Gatewood. The H-K website noted an address on Rainier Avenue. So we contacted Len Burton-Hardin with H-K, who confirms, “The owners sold the property. Howden-Kennedy and myself are affiliated with our sister funeral home Columbia Funeral Home.” H-K, founded a century ago, had been in Gatewood since 2013, when they left their longtime Fauntleroy/Alaska location, part of the site that now holds The Whittaker.
NOW OPEN: The fitness business continues booming in West Seattle. Another opening – Body by Impulse, in the ActivSpace building at 3400 Harbor SW. It’s the second Seattle location for the studio, which specializes in workouts featuring “electro-muscle stimulation.” (Thanks to Reid for the tip.)
CANCELED: Back in July, we mentioned city permit applications for two potential new tenants at Westwood Village. One of those applications, for the nationwide chain America’s Best Contacts and Eyeglasses, has been withdrawn, according to city files; the docket notation says, “Lease negotiations did not move forward & client cancelled the project.”
